Identifying these bantam feather legged Meyer Chicks

That is interesting...
Our Ancona is small like a bantam, she has the same markings as chick one but she has clean legs... could she be something else?

I had a motten jap that had the same markings and I have be producing chicks that have the same pattern

This black pattern down the back means a motten pattern feather out.
 
Are they black mottled Millie Fluers?
I think you're using the name "Mille Fleur" as the name of the breed rather than the variety. Mille Fleur is a specific coloring and d'Uccle is the breed. Since Mille Fleur is the most common color, many people simply call them "Mille Fleurs" despite that being incorrect. Similar to how people will call Buff Orpingtons "Buffs." This bird would just be called mottled according to APA and Mottled Belgian Bearded d'Uccle as the full name :)
