I don't sell to flakes, even if the dollar amount is zero. Its always a pain in the tuchus to deal with flakes and I always end up regretting it.
1. If your CL ad said $20, someone contact you asking you to give it to him for free is rude and an annoyance. The price has been set and unless he offers a decent barter, he shouldn't have contacted you.
2. I don't care if it is text lingo. That's not how you acquit yourself online or in business. Ugh. Just no.
3. If he does have a learning disability, its on him to work on it and to use spellcheck, etc. to tidy up his communications before subjecting the rest of us to the illegibility of poor communication.
4. The whole scenario is bizarre. He's giving it to his brother to do what? Douse it and set it on fire? Why isn't his brother paying you the $20?
