I don't have a rooster, so I am certainly not an expert on this matter.
Are they mating when this happens or just fighting? Hens are not always submissive to a rooster and that can lead to domestic violence.
I do have quail cocks and they'll fight with each other and occasionally get too aggressive with a hen. Typically it's just missing feathers though, which is not a big deal. There's occasionally a wound on the head or neck, which heals on it's own. I have seen a pecked eye, which was nasty and never fully recovered, but your chicken doesn't look very bad. I imagine it will recover just fine. If the aggression continues you want want to separate this bird form the rest of your flock for a bit so it heals up.

If you don't have that, you could take some Neosporin and rub it on the spot and then vet wrap the neck for a few days until you can get some blukote. Amazon has it and it's on prime. You should be able to get it in a few days. I find it helps with wound picking from the others.
I tried Rooster Booster Peck no more and he still smells like grape a week later.
I will try vetricyn, they had that in stock.
I don't like to subscribe to things (a miracle I registered here) so amazon annoys me. Might have wife order.

Be sure to avoid anything with pain relievers, especially anything ending in "caine". I used a triple antibiotic ointment that is 100% herbal on my chickens feet when I had to treat bumble foot. It worked wonderfully.

I actually caught her in the act. I've learned when a hen really likes a rooster she'll peck at his neck feathers. And if he likes her he'll let her. He likes the red heads. For a split second RIR nibbles his neck feathers.

farm and fleet also carries blu kote. If you've been and couldn't find it, you may need to ask if they have it in the back. If they are out of stock, the old Big R ( now stock and field) carries it as well as tractor supply.
I've checked bolingbrook and Ottawa F&F several times. No luck. Do you use spray or paste? They do have spray on in the horse equipment but doesn't say safe for chickens.

There's an F&F in Romeoville on Weber. You might want to give them a call and see if they have it. If I recall, you are by the mall, so it would be closer than the others you mentioned.
 
Ok my chickening superiors...... I know some of of you suggested a little necking is ok but this makeout session is rough. It looks a little better today. Should I worry? Hes a moody guy but I like him and want him healthy. I wish farm and fleet carried blukote.

It looks like a case of feather picking to me. I had something like this go through my flock before. I had a bird with balding under the neck & then another & then a 3rd. It was my rooster and 2 low esteem hens. My poor EE lost her puffy cheeks and had a bald neck.

Possible causes:
Over-grooming. (Why do chickens let the other birds pluck them?) :idunno
Boredom
Mites

I treated mine with VetRx to halt the pecking, and bonus: mites don't like it. I didn't have pick-no-more or blu-kote at the time. Somewhere along the line I wondered about mites & dusted them. Once the trees had leaves & the birds were allowed to free range, the feather picking issues completely disappeared.

The next time I saw a bird with few feathers missing between the wattles, I immediately applied blu-kote and dusted everyone for mites. The issue didn't worsen or spread to other birds.

I was able to buy blu-kote at Farm and fleet. If your store doesn't carry it, perhaps Rural King, Tractor Supply, Stock & Field, etc. I like the blu-kote because it hides the bare skin. The other chickens feel that bare skin is just asking to be pecked. Separating him to stop the plucking is a lot more work than a quick spray & release.



One last thing it could be is molting. If he's molting you'll see little pins breaking through the skin. (I don't see any in the pics)
 
I use the spray. Yes, I believe it is with the horse medicine, but so is the vetricyn. I haven't had any issues using it with chickens.

I just checked and it does say for dogs and horses. However, many chicken folks here use it on their chickens with great results and I have as well.
