The early signs of a comb are very different from breed to breed, so the bump may be normal pullet (female) development for this breed.
Is the water getting dirty so often because it is kicking litter into it?  You could put the waterer on a paper plate or something similar, which would help a little.  In a few days you should be able to set it up on a brick or board or something.
Yeah it's on the ground, so it kicks food and it tends to walk and poop in it. So I change it VERY often. I'll try to put it up on something so it'll be harder to kick stuff into, but it can still reach it.
