is there a safe way to clean egg that are going to be incubated

Ther best thing to do is prevent them from getting dirty to start with. Use clean shavings or straw in your nest boxes and collect often.

There is some debate if it is ok to wash them or not. And what to wash them with. I think the main point is always use water that is warmer than the egg but not hot. Do not scrub. Let them air dry. I have only washed a few very special eggs before. So I am no expert here. I used a disinfectant I got from my vet. Normally if the eggs are not clean, I boil them and feed them back to the birds.
 
I have washed eggs before and seen no difference in hatch rates. I try to use clean eggs but sometimes I just clean them if they did get soiled. Just use warm water and rub them softly with your thumb or finger and them dab it with a paper towle. I don't mean to scrub the egg, just knock off the big stuff.
