Here are my current supplies:

2 pallets, 1 huge stick, 2-3 longish metal poles

Thats a great start! Disassemble the pallets and make a frame like this-

Of course not exactly like that, but thats the idea.
Try to make the run as big as possible, so use more material on the sides then the top, you can use the metal poles to hold up the top instead of the wood. Thats who we have it in our run, I can get photos if that helps.
Now you need to find some free/cheep used wire. After making the frame, do a Craigslist/Fb Market place search to find cheep wire for sale. Fencing was what I typed in and I got a ton of listings for wire. A few free ones.

That is to keep them. Not sure about business cuz last time i asked they kinda blew me off

I would expect the, "we'll believe it when we see it" response from them about you plan, I wouldn't be surprised if you didn't get that response. You just have to make it happen. If they don't want to do any business, they just don't think its a good idea theres nothing you can do about it. But if they just don't think it'll work, then show them it will.
