I remember when landlines worked even if the electricity didn't

Still are powered here - we have a land line as cellular service is poor where I live. During a power outage the landline works as long as the receiver is corded, cordless phone will not work unless you have a generator to power your house.

The caveat to this is if the actual line carting the signal itself is down (tree fell across line, freezing rain tore it down, etc). But an area wide outage where your actual line carrying the signal is not affec, then you land line will work.

Power companies will cut power area wid to repair a grid to keep workers safe and not overload the grid. But the phone line is a separate line and system, and the amount of power is very low.
