I'm so old I Remember when:

I use eucalyptus essential oil when I go hiking. I only put it on my clothing not on my skin. It's the best thing I've found that actually works. Next to eucalytus oil is peppermint oil. It seems peppermint oil has a bit more of a tendency to burn a bit when you accidently happen to get on the skin than eucalyptus oil does.
You need to dilute the peppermint oil with a carrier oil. Like jojoba. Peppermint itself does tend to be a little stronger

I usually rub a citronella geranium leaf or lemongrass/ lemon basil/ lemon balm on my arms. Enough scent to keep the biters away.

The real trick is either eliminating a much standing water as possible and/or get you some ducks to eat their swimmers (larva). Easier said than done, I know.

We have a whole pond in our backyard. We also have the ducks but they're not allowed in the pond. I just sit up on the deck, where there seems to be less skeets.
 
We went to Expo 67 in Montreal, Canada. We spent a night at a hotel that was on a lake and were surrounded by some sort of tall grasses. The skeeters were the worst I have ever been in. They were tiny but pure evil and attacked in swarms like mad hornets.

I'm hoping the weird weather this year killed them all!
