The ones I’ve seen are in paper sleeves. I know this for certain because I still make spit balls with them. Quite childish, but……whatever.

Might be the fact you're in the Netherlands. Mine iPad is on iOS 18.

Plastic straws became popular in the 1960s. I remember when paper straws were the norm but I grew up outside the US so we probably were later to adopt plastic.
Now in NJ single-use plastic is no longer allowed so paper straws are back but I don't consume much of anything that requires a straw.

In Europe the plastic straws are forbidden bc they were often thrown away outside and polluted the environment. Same with single use plastic forks, spoons, plates and cups.
Paper, bamboo and wood came in their place.
