Before anything else.. look into Chinese red breasted blue quail (if I'm saying that correct), or known in usa incorrectly as "button quail". quail act much same as chickens even pecking scratching around for bugs seeds and taking them from hand, and raising babies same way.
bantam or mini ducks are another option.
i kept bantam chickens and no one knew or cared, and didn't even believe when showed them that i had and they were chickens. just look for true bantams that generally smallest, or bantam Americana as I've settled on as fave chooks.
Roller and tumbler pigeons seem to put off hardly any dust, especially compaired to other rock dove breeds smaller and larger, and much less dust than tiels, ringneck doves, budgies/"parakeets", finches maybe, corternix quail, homing pigeons, owl type pigeons, and any hookbill species.
I've bred all said in my condo for years when had to move them in there, and only minor probs if didn't mist with warm water during hottest part of day and scrap poo with paint scrapper daily, as well as vacume daily. basically taking care of how should them and your place anyways. lol. i did however have two air filters by aviary where several of each of: tiels, ring neck doves, cortermix quail, budgie, etc were, and had to vacuum out every other day to once a week.
rollers/tumblers (all rollers are tumblers), were cleanest birds ever kept and I've had a lot as fostered hundreds of rescues aside from breeding budgies for fun, as they don't leave seed shells behind, they poop solids straight down if not brooding, they don't roll or scratch or peck toss around stuff hardly as bad, and many more reasons why i decided to only keep tumblers when needed to move and sadly rehome all other birds only able to take at time several birds total.
