Those are the days boogers freeze in your nose. It makes you appreciate the days when when it warms up to 0 degrees.
 
I usually let them choose. I notice that when the highs for the day get closer to zero, they start coming inside more to warm up. They use the coop like a warming house. When the highs for the day are below zero, mine don't go outside much.

They have natural light and like looking out the windows, so they're pretty happy inside. I do lock them inside before a blizzard or really bad storm hits.

We roofed most of the run, so I only have to shovel after blizzards that blow the snow far into the run from the side. I've been thinking about adding a little plastic to the walls nearest the coop. I think they'd be outside more on windy days and even the colder days, if I did that.

I opened up the big coop door and pulled a couple out and they promptly ran back inside. So I figured, "Whatever, chickens are odd" and went off to work with the door open so they could go into their run to get food/water when they felt like it. I got to work (about 15 min away) and no sooner was I in the door than we had the most torrential rainstorm/windstorm/thunderstorm I've ever seen short of a hurricane.

Guess the chickens knew better.
