First of all, you have the wire in contact with too many weeds.
You have to clear all vegetation from the wire you want electrified.

It sure looks like grass is laying across wire in all 3 pictures. Make sure the hot wire isn't touching the ground wire anywhere. It looks like it is in the first picture.

What does the manual say it is supposed to be putting out?

Another problem I see is that the hot wire is touching the ground rod.
Secondly, the ground rod needs to be galvanized steel at least 4 ft. long.
