we wraped the wire around it before and the fence worked until the new wire went around the fence and the wire anit working but the box is working though

What new wire? Do you mean when you connected the hot wire?
That's likely the problem. Insufficient ground and drain of power from vegetation.

If the box wasn't connected to the part of the fence to be energized and the ground was wrapped around your stake, it would appear to be working.
 
What does the manual say it is supposed to be putting out?

Another problem I see is that the hot wire is touching the ground rod.
Secondly, the ground rod needs to be galvanized steel at least 4 ft. long.

Either your ground is faulty or you have a short somewhere; wire's come loose from the insulator or is touching another non-electrified wire somewhere. Grass will ground out the hot wire, as well, if the charger has no "weed burner" circuit.

Obviously someone didn't read and follow the installation instructions.

It's amazing when that happens and things don't work.

Some wood will too.

Especially if it is wet.
Any conductor has to be isolated from anything other than insulators.

If you were reasonably close, I'd check it out for you, but TN's a pretty good hike from MD. I was GM for an electric fence company for a couple years

Yes if I was closer MUCH MUCH closer, I would do that also ! :lol:
