well when i first hooked it up the ground rod worked but the box is putting out 24-25 volts and the maunel said that it should be putting out 18 volts
 
What does the manual say it is supposed to be putting out?

Another problem I see is that the hot wire is touching the ground rod.
Secondly, the ground rod needs to be galvanized steel at least 4 ft. long.

And another thing... wrapping the wire around a rusty rod doesn't create a ground. It needs to be clamped to the rod...

My very first time eating them I wasn't real fond but ever since then I've really loved them too.

I do love the nutty taste, it will go wonderfuly with ricotta and some berries, I would add some honey from your hives, but I don't eat it! ( maybe a drizzle :lol)

we wraped the wire around it before and the fence worked until the new wire went around the fence and the wire anit working but the box is working though
 
we done that with the wire wraping it around the rod and it worked until i put the new wire around it
When working with electricity, one needs to follow quality standards which means all conductors need to be isolated and connections need to be solid.
Insufficient grounding will lower output. I bet if you used a true ground rod with a grounding clamp, isolate the conductors from touching each other and weeds you'll have an electrified fence. Also, the ground cable should be insulated except for where it connects to the box and to the proper grounding clamp.
Some sites even require 2 ground rods to get sufficient grounding because there is insufficient conductivity in the soil.

Ricotta is a great idea.

The higher output is to compensate for eventual contact with vegetation. But when installed, there should be no contact.
