i just got the weeds out from around it and i checked it and it still don't have power the ground wire works fine i cleaned it a little but it still don't work

You never told me how deep the ground rod is.
The rod is rusty for its entire length so it isn't making good contact under ground. It needs to be a galvanized rod or something that doesn't corrode.

You obviously didn't read or follow the instructions that came with the charger. Until you do so, your fence won't work.

There's another problem. The instructions didn't say 6 inches. Depending on your soil they may need to be 6 feet deep.

the first time i hooked it up it worked like that but since i put the new 17 gauge wire on it it wont work now
