mine has been sitting for over 24 hours and does NOT look like this

It depends on how much water you're using. After I explained to Sally how to make fermented feed, she decided to use less liquid for no/less straining. Mine still bubbles. It makes me giggle.

i just tried to make fermented feed, i think i am failing
but i also used cayenne instead of paprika, but i dont think its doing anything

Cayenne or paprika shouldn't matter.
How long has it been sitting. Sometimes it takes a couple days depending on ingredients.

It doesn't hurt to stir.

I wouldn't worry about temperature unless it's below freezing or constantly above 90.

I start mine by covering with water and stirring while adding water and ingredients. Then let it sit till it absorbs.
