I looked through assisted hatching notes, but I don't have bacitracin, and I'm just gonna do what I can and hope I do it right.

You can use warm water in place of the bacitracin. Go slowly any bleeding stop and put back. It really looks ready though. Watch the area that is bloody top right hand side of picture

So I'm helping this chick. He is definently stuck, so I pulled off shell in air cell area. It's dry and I don't really know what to do next.

Mirajane, keep the membrane moist by wetting it with a q tip as you progress keep it away from her beak though
Go a little bit of shell at a time, preferably in the directions it would normally pipped, if that makes any sense.
Stop if you see blood or veins on the membrane and let it rest a bit.
Usually moistening the membrane will free them up enough to push out if the shell is fractured all around.

I had two buff brahmas hatch (well 3, but 1 died). They look drastically different from each other. One is mostly beige - on the top right in the photo. The other is more reddish, with a black stripe down it's back and has white patches on it's shoulders (just to the left of the lighter one). I'm guessing the darker one is a boy and the lighter is a girl? Or am I backwards?

Good luck helping him/her. Great suggestions others gave - I would also say be careful of the reddish area near your pointer finger. I was told to flick away the shell, but leave the inner membrane intact, but make sure you keep it moist. Stop if you see blood.
