Wow... that's dragon! It's 16'W x 8'D x 4'H. If I had it to do over, I'd have made it 6' tall instead of 4'. I used 8' treated 2x4's and ripped them in half to save some coin...

Wait 24 hours before intervening...

Two options... 1) do as Kathy recommended and set it back in the shell in an upright position. 2) Use sterile scissors to cut the cord about halfway and pat it down with cornstarch to stop any bleeding. It'll need to be isolated from any other chicks to keep them from pecking at it.
I didn't/haven't run water to the coops. Those are just filler tubes running to the outside of the wire for easier filling. Auto-filling is definitely an option for the near future...

auto is the way to go when in hot areas like me, the guys and gals need water, we have 2 horses on auto fill, the thing is how to make the birds water built for that way, good lord my head hurts from thinking,
 
Eggtopsy results:
3 very dead eggs, fluid visible on candle 2/3. They have been dead for a while.... One looks infertile, the other looks like degraded embryos. Nothing that looks remotely like a chicken in there. *phew*

What do I do?

You don't want it to drag the shell around and pull out the egg sac and guts!!!!

What I would do is massage together the muscle sphincter around the vessels with your finger tips. They should tighten naturally around the vessels. Then pinch the vessels that are attached to the bird/shell between your thumb and index finger close to the chick. Hold it for a few minutes so that the blood will stop flowing and clot. You can double the "stump" over to encourage the blood flow to stop. Once that has occurred cut the vessels not too near the chick (half inch). When you release pressure on the vessels if they still bleed hold them longer. They will clot. In the meantime keep the chick warm in a heated towel (microwave a towel to heat it up). When bleeding has stopped make sure the vessel stump is short enough that it won't catch on a foot or on wire.

With the containers I'm using now, an auto-topoff will be a breeze. A simple float ATO will do the trick. I have one that tops off my aquariums mounted in the refugium, and it's fed by a 6-stage RO/DI system with a booster pump. The pressure on it is more than double what comes out the faucets, so they could easily handle the normal pressure from a water hose.

Something like this is all that's needed...

I got tired of filling sheep water every morning and night, installed some floats like this and a guard so the sheep can't rip it off, and now I just dump and scrub the buckets once a week. So much easier...
