I repeat the aboveThe rod is rusty for its entire length so it isn't making good contact under ground. It needs to be a galvanized rod or something that doesn't corrode.
You obviously didn't read or follow the instructions that came with the charger. Until you do so, your fence won't work.
i touched the wire and it wont shock me but when i touch the wire box terminals then it still wont shock me

Most wood will, unless it's been treated specifically for use in electric fence systems. We used wooden posts and spacers in our systems every day, and maintained 6k+ voltage on the wire.
