Incubator not heating to temp

Hi all,

We are newbies, and have done lots of research on hatching our birds.

So we decided to get an inexpensive already tried, tested and true incubator used.

The guy said he had an 85% hatch rate and to leave the settings where they were.

We brought the incubator home, and put some fertilized eggs into it.... and waited, and waited. We candled at 14 days, no development. Then we started to wonder - why was the temp only at 27.7C? We looked into how to increase it, and it was set to 38.

Our incubator will not heat beyond 26-27.5C.

It's in a warmer room in our house, no open windows or drafts.

We have an "Egg Incubator" type incubator - I guess a Chinese knockoff LOL
Any ideas on how we can try to fix the heater to come up to temp?

Wish that I had a solution, but it might be best to buy a new unit. It's a good idea to start an incubator and make sure that it maintains proper temperature and humidity for 48 hours prior to adding eggs.
 
Is the temp probe plugged in the proper place on the electronic controller? or is this a manual disk type thermostat on the controller?
What are you checking the temp with? an accurate external thermometer? what brand and model is the incubator?
