Incubator temp fluctuating some

I just bought two Brinsea Spot Checks for my incubators, and they're showing that my temps are fluctuating within about .5 of a degree at the most. If I set my Hovabator at 99.5, it seems to sometimes reach 100. I've had a few relatively successful hatches with this incubator, even when it was set at the factory temp and most likely getting way too hot. My other incubator is new, and it seems to be fluctuating within the same range. Is this too much of a fluctuation, or is this normal?
 
The heat element isn't powered constantly. When the thermostat senses a temperature drop, it energizes the heat element to bring the temp back up. Just like your thermostat in your home.
The brinsea spot check and other instant read thermometers will detect the fluctuation. The internal temperature of the eggs will be constant though.
