Kinda looks like bumble foot on two toes maybe he pecked it out of pain or his siblings pecked it cuz it looks different?

It can happen all over the foot or toe it can even happen from somthing small and sharp poking them then they walk in some poop and that can start it from what i readThanks for all the replies.
So, most people think it may be bumblefoot? I was under the impression that happened to the middle pad part of the foot and not the toes?
I checked the other quails and their feet / toes are fine.
The floor of the aviary is natural earth, covered mulch of leave and powered up coconut fiber. Been using this for many years and this is the first time there has been a problem with a birds foot, so I don't think it is the flooring. Also there is large shallow clay plant pot saucer on the floor for my other birds to bath in, and the quails like to paddle around in it which keeps their feet clean also.
I am using antibiotic cream on his toes. Is that OK? I will look up about bumble foot in chickens next and see how they treat it in these birds.
PS, they quails are really friendly to each other and no pecking or fighting, or even missing feathers.
