Injured wild duckling

I have an injured wild duckling here. He was attacked by a hawk. He has a bite in the back which has clotted and is very small— but not noticeable unless you’re combing his body for injury . His legs seem to be broken or paralyzed or maybe dislocated. He’s not able to stand or walk. He can move his wings and pivot around on his body. Our dnr won’t take him, our vets around here won’t treat him and the “approved” wildlife rehab person is an hour away and hasn’t gotten back to me any help is greatly appreciated .we are just trying to keep him quiet and warm right now.
