Is this just a developing embryo or do I have some other problem?
 
Looks like some failed attempts got encased in a new egg. Does it smell okay? Can you examine them/open them up?

No I can't examine it. A friend that gets eggs from me had this happen. I have never seen anything like it.

It's not embryo.
It's not a Follicle.

It would have been nice if she'd saved it so you could have pulled it apart and examined it more closely.
The way they are made, it looks like several shell membranes rolled up together. If she finds anymore, please ask her to refrigerate and save it for you. Then you can cut them open and pull them apart to see if they are indeed membranes or not.

If no hen is acting off at this time, then there's not a lot you can do. If you figure out which one, then it would be a good idea to observe to see if she's stressed, that she has no lice/mites, get a fecal float to see if worms are part of the problem and make sure she's eating a nutritionally balanced poultry feed.
