I just wanted to add. I was also told B complex without iron. I got mine at Walmart.If he is crowing that is a good sign. Is his comb and wattles their normal color? Is he eating and drinking? Sometimes stressed birds don't eat and drink as much.
If he has lice he could be anemic. Maybe add some red meat or liver to his diet.
For something looking neurological, I have had luck giving 1/2 tablet of human B Complex Vitamins daily. It can take some time to work. I also gave that same Vitamin/Electrolyte powder for several days. This gets closer to a therapeutic amount of all the B vitamins. There is no real risk of giving too much of the B vitamins as they are water soluble and the body gets rid of excess. I think I gave it about 2 weeks. Doesn't always work but won't hurt him.
**If you decide to give this a try make sure to get B Complex NOT B12.***
