When we are residents or visitors of a country we implicitly agree to live by the laws of that country. In the US we are free to leave and I'm thankful for that. I'm also thankful that I live in a country where I have the right to express my views and have my grievances heard.

Who makes these laws?

We do, through our elected representatives. The US government is supposed to be just that: US. (Although a good case could be made that today it is really the big corporations. But that's another rant for another forum.)​

i really wish people trolling for arguments would get off the P&P forums. How many threads have you had locked because of this? Sigh... My condolences to the OP, I was following this thread but am going to duck out of it now.
 
There's a law in Tennessee that comes to mind (edited for tender ears)
§ 44-8-411. Crippling, killing or destroying proud female dog; damages

Any person crippling, killing, or in any way destroying a proud female dog that is running at large shall not be held liable for the damages due to such killing or destruction.

1901 Acts, c. 22, § 2.

Proud is a term for "in heat"...

This is definitely thought provoking in many ways.
