Iowa Chickens Laws

I was talking to some people at the Waverly swap today, and I thought they said that the City of Norwalk IA had changed the local ordinance to allow 4 laying hens. But, I can not find anything on this through the internet. Any one out there know for sure? Maybe some one in or near Norwalk Ia could comment.
Also, if there are any other areas in Iowa that have successfully changed their local ordinances/laws, I would be glad to hear that too!
