Is Canberra too cold?

We have two Pekins, now about 9 weeks old.

We live in Canberra where it drops below 0 (celcius) degrees (32F). With the wind, apparent temp can be up to -5 degrees (23F).

The ducks have a medium sized dog kennel, and can go into a semi sealed area underneath the pond construction (see link) to get out of the wind.

Should I get them a heat mat for the kennel as well?

It won't be cold for a few more months, but I was going to do some landscaping and trench a low voltage power cord (shielded in poly or copper piping) for the matt into their pen
 
They are still babies right? so extra straw/hay and shelter from the elements.
They soon grow big and get their feathers! And if they get cold they huddle up for snuggles to keep each other warm. They will always find a dry spot under a tree/bush or something its their animal instincts

If you use a heat mat then those will be the snug as a bug ducks in Canberra!
