Is hanging or floppy thin comb indicate a pullet in White leghorn breed??

Here are some pictures of mine for a comparison. These are older birds As they get older their combs do flop. This males comb did not flop. Good luck and have fun...

This is another group. This male does have a floppy comb.

These are a little younger than yours. Leghorns tend to mature quicker than other breeds.

And the third one which is a rooster and have started crowing about 2 weeks before. All are of same age.-
The post I quoted has two pictures. The second picture shows all of one chicken (I assume it's the male that crows), and the back end of another male (has pointy saddle feathers, that only occur on males.)

Sorry I couldn't figure out how to make the picture go in my response, so you'll have to go back to that post to see what picture it was (click on the quote, and it'll take you back to that post.)

My Leghorn pullets have combs that large, but I agree with the consensus here: pretty sure these are all boys, unfortunately. They all have partially erect combs...the pullets flop over completely, kinda making it look like they're wearing a hat. That and those long & pointy hackle feathers make me think they're all boys. :/
