I vote ceiling, but I also agree with the person that cautioned against painting it white. I don't know what color you have picked for the walls, but the room would be stunning with the ceiling painted a complimenting color. It would totally frame that window.
 
It's neither it is a sofit that is used to cover pipes,steps ,roof angles ,stuff like that.
Now if you trying to paint it you could go with the one and paint it the color of the ceiling or if you feel it is part of the wall you could paint it to match the wall but why would you wanna do that for use it as an art peice pait a completely different color to contrast with the other two colors and if you know of an "artist" or someone who can draw really well have them come over and do a murel (sp?) on it like steel gerders that will make people think about what is holding the ceiling up lol. You could always paint an outside sky theme on it as well that will give you the feeling that you have nothing hanging there. it the end it is up to you of course but I vote neither.
 
Sofit it is. Have you considered an Accent color that is neither the ceiling nor the wall? Perhaps fairly neutral but complimentary to both colors?

I think you should paint the whole thing the same color. If you try to make it "cut in" like the wall it will look odd, but if you try to paint it as the ceiling, it will feel overpowering - IMO.
 
Me, I'd use it as both. IE the 'front facing' could be painted like the ceiling while the 'side facing' would match the wall, or vice versa... You could paint all parts as ceiling or all as wall or paint the whole ceiling and walls the same color. Depends on whether you want to draw attention to the uniqueness of the room... I'm kookie, so I would... hence the bits and pieces method.
 
Paint it all the same color.

Oh, and I painted in college part time.

It's a part of the ceiling.
