Is it possible that a 17 week old might be rooster that hasn't crowed?

If she turns out to be a nasty, crabby old hen - I have a neighbor begging for one of my chickens for their pot!

She better straighten up and fly right!

I say wait a little longer, or better yet cull the offender. Even if it is a roo, you DON'T want a mean one!!!

Wait- look at how skinny those feathers are at 'her' tail, and the curve of them...Are we sure?

Judging by feathers alone, and disclaiming that I DON'T have any RIR, so could be entirely wrong, I say it looks rooish.

Yep my bet is roo. def the tail feathers tell the story. look at the comb and wattles of the other rir hens around him, they are all smaller and paler.
 
Looks like an aggressive pullet to me. It didn't sound like my roosters -- more like my hens when they are sqawking at me. I'd wait a few weeks before eliminating s/he from the flock.
