It's a pullet with PLS (Pre-Laying Syndrome)
Sure, she has bigger & redder lunchmeat on her face than the other RIR pullets, but still not as big as a RIR cockerel's would be. Look at that white pullet in the lower left corner of the last photo, her face flaps are as big & as red.
Look up photos of real RIR cockerels & roosters, you'll see a difference right away. They grow very glossy man-feathers on their hackles & saddles, this bird has none of those. You can part the feathers on her neck & back to make sure there aren't any of those sprouting, but I doubt it. By now they should be long enough to be easily visable.
Maybe there's a very slight chance this is a very very slooooow maturing cockerel, but I'm almost certain it's a feisty pullet. Hope she's a good layer.
