I agree he's a mix. He *may* be a mix between cemani and Sumatra, but that comb is way off for both. And he's definitely not an Orpington of any kind.
Unless you find somebody who's looking at adding fybro genes to their flock, I doubt you'll get anything for him.
As for the Hatchery... I'm sorry they won't honor their mistake. It makes me question the integrity of the genes of the rest of their chickens. I think the best you're going to be able to do there is put out an honest review on Google or yelp, their FB or whatever.

He is a Silkie x Orpington. Crest, skin and leg and comb color indicative of Silkie heritage. Color and body type indicative of Orpington heritage.

Here's a tip for breed ID:
Actually look up what the breed you have in mind looks like. They do not differ from a predefined standard, so if they don't look like it then try again.

Look for cresting, beard and muffs, number of toes, skin color and comb type to determine breed.

Agreed. It definitely has Silkie in it. Not a pure bred.
