about 7 weeks ago I got baby day old chicks, and today I noticed one of them had red around their eyes/nose. This one is the only one with this red, so I have 2 questions
a) is this normal?
and
b) if it isn't, should I quarantine this chick, and how would I fix the problem?

Ah I think I see your problem.
When a chicken first starts growing, it usually has a pink head, comb, and wattles. As it matures more, the head, comb, and wattles turn deeper shades of red.
Most likely your pullet is starting to mature, and your other pullets will probably follow in the same footsteps.
I wouldn't be concerned unless your chicken has other abnormal issues.

Some get Red around face earlier than others.
I have Barred Rocks and Rhode Island Reds (14 weeks old) and most of my BR have had red faces for weeks.
Some of my RIR have recently gotten red faces.
