Is my Backyard Bouffant a hen or roo?

This is Chipmunk at just shy of 12 weeks. I have 4 in this brood. The other 3 (all different mixes including a bantam) have well developed combs and wattles. I'm sure they are all roosters. I am hoping that Chipmunk is a hen. Her/his legs are much smaller than the others. Her comb and wattle are not developed yet. Other than the bantam, she is the smallest. Can you give a good guess as to roo or hen?
