Is my BO nearing POL or is it a rooster?

I am trying like crazy to figure out why my buff orpington has such big waddles and comb? They aren't really red, but are a much darker pink than the other two pullets (RIR, PBR). They are all 16 weeks old so not really old enough to lay eggs (at least not usually).
I do not see saddle feathers or pointy hackle feathers on her either -Maybe someone else can tell better than me? I thought she had pointy hackle feathers, but when you lift them individually up, they have very thin, almost translucent edges that are more rounded.
She has not crowed and has skinnier legs than the other two, but they are different breeds. Could she be a BO rooster?
