Yes, I would bet money that he is a he. The waddles and the early pinking is a good indicator. You can watch to see if the tail feathers are curly and long skinny neck feathers before his comb fully grows oh and his comb will get darker pink until it is bright red. Pullets combs will be pink too but when the ovulate they turn bright red.

Does he have feathering on his feet? If so, then he's probably a White Cochin cockerel. If not, then I would think that he would be a White Rock, White Leghorn, or even a Cornish X meat bird. In the case of the latter breeds, you won't know exactly what he is until he is older, around 12-14 weeks of age.
