Is my new Roo mentally challenged?

So a few weeks ago I got a new Roo and I think he is not right in the brain. I placed him with a few of my young girls who aren't fully mature yet. He goes around and makes a low noise and does a dance once in a short while. Though when the girls come to check him out he just freezes. My Cochin grabbed his( I am new don't judge me please) little flaps under his beak. She pulled good and hard and the only move he make was to catch himself from falling by stepping once. They just peck him all over and he doesn't move until they move away. Is this normal?
