Is my rir she a he?

I'm trying to see if my she (on the right) is a he rir. She has the largest comb/waddles of all my pullets, but she doesn't have the feathering of my roos. She's almost 18 weeks old. Is this normal?

At 18 weeks of age that is a pullet approaching maturity - she is just maturing a little more quickly than the other pullets, and that is why her comb/wattle development is ahead of the rest.
