Is our 10 week old runt, a cockerel or pullet?

This is our 10 week old runt, Lil' Bit. Out of the 8 chicks(EE hen x Welsummer roo) one of our broodys hatched, this one has always been much smaller than the rest and slower to both grow and feather(finally lost the last few downy head feathers, just last week). I initially thought pullet due to comb size compared to the other two confirmed cockerels we have(they both have huge red combs and one of them has even started crowing and trying to mate with hens). But, now that more feathers are growing in, I'm thinking my first guess was wrong and that Lil' Bit is a just a slow growing, super sweet little cockerel that wants to be held a lot. Thoughts?

those rust wingbars don't lie... that's a cockerel. Slow developing, but a cockerel.

I can't see it. And those aren't the areas cockerels have indicative pointy feathers anyway.

Pointy feathers grow out on the shoulders too.

The red patch is made up of short pointy feathers.

It was so hard to tell for awhile there because of his developmental delays. He's always been kind of a hot mess with his crazy random feather growth. Lol And with his comb being so small, he definitely had me guessing pullet for quite awhile. We just adore this little guy though, he's one of our keeper cockerels for sure

I see a pullet. Still learning but 10 weeks is old to not have a more mature comb..

Ok, I see your point. Very slow maturing then. They did say he was runt so that may have something to do with it.

Your outline shows rounded feathers Hence: Pullet.
Also, I do not see any wattle development nor comb development.
Hint: take her tail feathers and fan them out. (Like holding cards in one hand) Pullets will have an "Organized" fan shape. Cockerels will Not.
