Is our 10 week old runt, a cockerel or pullet?

This is our 10 week old runt, Lil' Bit. Out of the 8 chicks(EE hen x Welsummer roo) one of our broodys hatched, this one has always been much smaller than the rest and slower to both grow and feather(finally lost the last few downy head feathers, just last week). I initially thought pullet due to comb size compared to the other two confirmed cockerels we have(they both have huge red combs and one of them has even started crowing and trying to mate with hens). But, now that more feathers are growing in, I'm thinking my first guess was wrong and that Lil' Bit is a just a slow growing, super sweet little cockerel that wants to be held a lot. Thoughts?

Hard to tell honestly. I saw the green of a rooster tail but even some hens can have a green tint on their tails. And what might have been pointed saddle feathers, but couldn't tell for sure.

Very slow to mature Cockerel.
 
I honestly cannot see what pointy ones you can see.
