Is she just "challenged"?

If this is your ramp(?) it's possible that it may be too steep for her. Once she gets a bit more age on her, she may adapt. I think you mentioned you raised the end higher to lessen the incline, but you may need to tweak it more. I'm not a coop expert at all, so....:)

BTW - I do like your coop and the run! And such cute girls too.

Yup thats me!...erm....my chickens. They are cute, arent they? Yes I raised it a bit, that was after this pic. My instincts tell me I'm gonna need a bigger coop so this little thing will probably become the sick house or something. I'm learning from it what NOT to do in a coop. LOL

We all have lots to learn:) With chickens bigger is usually better in terms of housing/space. Work with what you have at the moment, then when you can, make improvements or expand (seems to be never-ending). Definitely don't get rid of the smaller coop, you will find that it will be an asset in the future. I can see it being used for brooding chicks and as a grow out pen, housing a sick/injured chicken, etc., etc. Sometimes things goes very smoothly, then all of sudden you may have 1 or more that need a bit of isolation or specialized care, planning ahead when/if you build another you can incorporate this one into something very useful.

Please let us know what you find out about your Lav girl. Hopefully it's just that's she a youngun and a bit more shy/timid than the others.

I forgot to ask my normal questions - what type of food/treats do you feed?

I do agree the ramp may be a bit steep, but the others are maneuvering very well, so....
I'm inclined that she may have something going on with her sight. Offer a good poultry that includes Vitamin A and E. Move you hand slowly on each side of her face to see if there is reaction - if she responds or can you sneak up on her:D

Her feathering is a bit concerning to me compared to the other lavender. It may be that she is not roosting and getting the tail feathers dirty and they are being rubbed against the sides of the coop, but they look unkempt. Does she take dust baths and preen?
