Is this a Black Australorp?

Is this an Black Australorp? I don’t believe they’re supposed to have white on their feathers? I got her from a local farm, and she was hatched September 11th.

Yes, BA chicks can have white feathers, one of mine did, they melted out and came in solid black. I have one BA who is almost 3 years old and in the last two molts she grew some white tipped deathers on her head. It looks like they are frosted. She's from a hatchery.
 
This happened with my Cuckoo Marans as well, so it must not be just Black Australorps. She had white wing feathers until she molted, and then they grew in black.

Black Australorps as young pullets or cockerels will have white tips on there wings until they get their adult feathers.
And to answer your question about whether they are black Australorps or not - Yes they are black Australorps!!
