That's absolutely not a vulture. Vultures have bare faces even as babies, and they aren't shaped like that, nor do they carry their frame that way.
It's an odd chicken, or something very close to a chicken. Jungle fowl, maybe. Vulture, no.

Oh man that thing got hit with the ugly stick. Maybe it will have a weird comb like the walnut combs that Silkies get. My sister has a rooster with little black eyes like that. She has it to this day because it’s ugly and she can’t sell it. That bird has a face only a mother could love.
