Is this a cockerel or a pullet?

This is Grand Peep Peep, named after my dad Grand Papa. (Say it with a French accent and you've got it!) Because of his development and other advice we asked when he was a chick, we thought we had a roo. He's 16 weeks now, and I've gotta say, I'm pretty sure Peeps is a pullet. I'm new to chickening so I was hoping someone cpukd confirm please? Thanks!

She's a standard barred according to the hatchery. Her sister is slightly lighter and no green hue on her feathers.
