Is this a male duck?!?

So this duck(in blue) is (what i think) is a male but idk. He is very quiet while the female (left) is very loud. I don’t really hear him quack. when he does it’s a deep quack. He is also bigger. One of my doubts is i can’t see any signs of a yellow bill and at hatch i determined they were both female by their bill color. These are welsh harlequins.

Pick said duck in question up and walk away from the other one. Usually that upsets them enough to where you can voice sex them. The drakes sound like they literally have a frog in their throat.

They both look female to me as well. The right one probably just has a quieter personality.
