Is this a pullet?

That's how I understand it too, but I'm still learning so I don't want to say anything definitive. The hackle feathers are hard for me to determine, but the saddle feathers look like they're starting to curve down a bit, which is also a male trait.

This bird is definitely a cockerel. You can see male specific feathering by his tail. The slim, pointed red feathers there.

Red shoulder patches usually mean a cockerel, but not always. There's really no easy way to tell when there's an exception to the rule. Be sure to look at more than one quality when judging gender. Comb size and color, wattle size and color in non-bearded birds, and thickness of legs are the main points to look at.
