Is this a roo??

Thanks for the help. He/She is about 11 weeks old. I also have A white leghorn and another black one (don't know what it is) that are three weeks younger (straight run) and they are both crowing already. The bummer thing is I cant have roosters where I live so they both have to go and I'm really hoping this one don't. It was supposed to be a pullet. Oh and the sister to this one looks much different. Hardly any comb at all. it is easy to tell its a hen.

Cockerel. He may not be crowing because the others are - sometimes the less dominant roos won't crow while there is competition around. 11 weeks is also young for some to crow. Most of mine haven't crowed until 16-17 weeks, although I do currently have a precious little bantam cochin who started at only 9 weeks old.
 
Thanks I kind of thought so but was holding out hope! Its too bad because this is a very friendly chicken L and now I have to give it up lol
 
Just thought I would mention that you were both right. He started crowing this past few days now that the other two were gone. Now he is gone
