Is this a roo?

She has never actually hurt my barred rock. I thought she was trying to mate with her at first but I haven't seen her actually try to mount her. The barred rock looks like a pullet to me to

I've seen a couple of my hens trying to mount others - though I've never seen it that young.
 
Here's a picture of a 2 month old BO that we wondered about for a long time. Although it had a good-sized comb, it acted every bit the hen. Opposite of yours, it never challenged anyone! But then one day, weeks after our other roos had started crowing and fighting and most had been culled, he decided to start crowing! I guess he was waiting for the competition to thin out. It was quite a surprise to us, as we had been sure at that point that he was a hen. Opposite problem as yours, I know, but I thought I'd post his picture so you could compare.

 
well I don't see any saddle feathers( the long feathers right behind there wings) which is common to most roosters so I'm willing to bet that its a girl.
