Is this a rooster?

I purchased 4 pullets about 3 weeks ago from a feed store. The guy said they were about 4 months old. As they have developed, I have become concerned that one of the RIR is a rooster. The city ordinancee allows hens but not roosters.The first picture is of the chicken in question. The second picture is a group photo taken a week or so ago for comparison to the other chickens, the chicken in question is on the top. Thanks for any input, this is my first time keeping chickens.

She looks exactly like my pullet. Definitely a pullet. You might get eggs in a few weeks!

Thank you all. I was hoping she was just more mature and getting ready to lay. I was just getting concerned as the others haven't changed as much as she has.
